Delegate Fast moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 5373 -- "A Bill to amend and reenact §3-10-3; §3-10-4; §3-10-5; §3-10-6; §3-10-7; and §3-10-8 of the Code of West Virginia, 1931, as amended, all relating to prohibiting the appointment of an individual to fill a vacant partisan office if that person has not been a member of that party for one year and requiring appointments be made from the political party with which the individual vacating the office was affiliated with at the time of his or her most recent election."
